One big problem is, to date, there is no federal law and there are few standards on the state and local level that deal with bullying on school grounds meaning every city and county concocts their own rules for dealing with the act of bullying.
Unfortunately, too many states do not even have laws dealing with bullying and too many schools are not even required to document acts of bullying. Consequently, when a bully commits the act of bullying over and over too often there is no paper trail to document these outrageous acts potentially contributing to the victims of bullying exhibiting suicidal behavior!
